During Herbert Hoover's time as the President of the United States he brought his values of free enterprise to the table. Unfortunately "Laissez-Faire" capitalism proved to be a failure, as many lost their jobs and unemployment rates went up. The unemployed moved into shanty towns on the outskirts of cities, and lived in close quarters. Hoover was eventually replaced by Franklin D Roosevelt in 1932.
