The Soviets attempted to seize control of Russia for the second attempt, but in doing so they had adopted a number of different strategic military tactics. The Red Army led by Trotsky defended Petrograd. As a result of this bloodless conflict the soviets were once again in power. Additionally a decree on land was issued, and peasants were permitted to own private land and redistribute it.
